User Guidance

This tool allows policy analysts, negotiators and researchers to model the financial architecture of the Common Agricultural Policy under the new 2028–2034 programming framework, comparing projected national and EU-27 allocations against the current 2021–2027 CAP Strategic Plan (CSP) baseline. It also lets you observe the analysis at farm level — by country, farm type and economic size — visualising how the CAP budget and national CSPs affect individual farm incomes.

📌 What this tool does

The CAP 2028–2034 Budget Simulator is a structured scenario-modelling platform designed to explore how the new agricultural programming framework — the National and Regional Partnership (NRP) Fund — might translate into concrete budgetary outcomes for each EU Member State and for the EU-27 as a whole.

The current CAP (2021–2027) is structured around national CAP Strategic Plans (CSPs), which organise agricultural spending into two pillars and around 14 distinct intervention types — from basic income support (BISS) and eco-schemes to agri-environment measures (ENVCLIM), area-specific payments (ANC), and investments. The new 2028–2034 framework restructures these into a unified single-fund architecture with approximately 15 NRP interventions, each mapped to a corresponding article in the new CAP Single Fund Regulation.

This tool lets you adjust both the macro-level EU post27 CAP budget envelope and the intervention-level allocations for each Member State, observe how they compare to the current period baseline, and analyse the results across income support, environmental, and investment dimensions — with full co-financing detail.

🧭 How to use the simulator
  1. 1Select a scenario from the three pre-configured options on the right panel, or switch to Manual to set your own EU-27 envelope.
  2. 2Set the macro parameters — the CAP ring-fenced budget, the Flexibility frontloading (MTR available to CAP), and the Rural target amount — using the sliders on the left. These cascade proportionally to all 27 Member States.
  3. 3Select a Member State from the country tabs at the top to drill into its NRP allocation. Each measure slider lets you re-allocate EU funds between the 15 NRP interventions, and in the Manual scenario you can click any allocation figure to type an exact amount.
  4. 4Adjust co-financing parameters to explore the impact of different national co-financing rates on total public expenditure.
  5. 5Switch to EU27 view to see the aggregated projection across all Member States, including the per-country comparison map and the aggregate line-item table. Important — in the Manual selection scenario the EU27 aggregate is only representative if you manually edit all 27 Member States: every country you do not open keeps the current default scenario, so you MUST modify each Member State individually to obtain a genuinely representative EU27 aggregate.
  6. 6Explore the four tabs at the bottom of the page: Detailed results table (the full line-item breakdown), Farm-level impact (projected income effects by country, farm type and economic size), Europe map (a choropleth comparing the variation across Member States) and Intervention mapping (the intervention-to-regulation crosswalk with climate/environment coefficients).
🔑 Key concepts & allocation logic

Two distinct allocation keys govern how EU-27 totals are distributed to Member States:

CAP keyApplied to the ring-fenced CAP budget. Based on historical CAP allocation shares per MS.
General keyApplied to MTR and Rural target amounts. Based on the general NRP Fund allocation formula.
Co-financingSecond-pillar equivalent interventions require minimum 30% national co-financing. The tool models both EU and total public expenditure.
Env. floorA minimum share of EU funds must go to environmental measures (EFF-schemes + ENVCLIM). This floor is enforced automatically.
